Councilors / Sangguniang Bayan Members before the Local Government Code of 1991 (Republic Act 7160)

Before the enactment of the Local Government Code of 1991, the mayor traditionally served as the presiding officer of the Sangguniang Bayan / Municipal Council, as provided by earlier local government laws. This structure reflected the centralized nature of governance in the Philippines, particularly during the pre-Martial Law and Martial Law periods.

The Local Government Code of 1983 (Batas Pambansa Blg. 337), enacted under the 1973 Constitution, introduced significant reforms in local governance. This shift marked an early move toward decentralization.
